Last December when we detrained at Flagstaff, we were told that, in the future, the baggage handlers there would refuse to load or unload any baggage that did not have handles. This policy was supposedly being implemented because of a local ordinance requiring that Amtrak trains could not block crossings for more than 10 minutes, and that bags without handles made it difficult to load and unload the baggage car within that time frame.
This sounds like a real "reach" to me. I have never heard of such a handle requirement at any of Amtrak's other stations. When I contacted Amtrak customer service about this, they, too, claimed never to have heard of such a requirement.
Anyone have any insights on this? Can they really enforce such a regulation in Flagstaff?

I contacted an Amtrak representative whom I know well. He informed me that the requirement that all baggage must have handles does not accord with Amtrak's official policy.
