Does anyone know how widespread the use of these? Are they only on regular regional trains in the NE corridor, Empire Service, Vermont lines, Pennsylvania lines, etc? I think it's a great idea.

It is a good idea. Getting people to respect them is harder. There's always one who can single-handedly spoil it for the rest. I personally want to invest in a cell phone blocker - couple of hundred dollars, and probably illegal to use in most states (and here in the UK too).
