I understand that "deep discounted" on-board upgrades are in the history books. Best advice, if you want a Bedroom (nee Deluxe), just book and pay for it now

I have occasionally walked up to the Ticketing Agent 2 or 3 hours before the train leaves and innocently asked if an upgrade was possible?? Each time I've done it, it has worked like a charm and I did not pay full price either time.
But Mr. Norman may be right...belt tightening time is on the horizon!

It generaly depends on which train and when you are going. The Zepher and the Capial Limited are usually sold out. One thing you can do is check the web site just before you leave for your train. That will tell you if all the bedrooms are gone.
