WHAT???
“Amtrak has not utilized the management freedoms it was granted in the Reform Law of 1997 to rationalize its route system or control its costs. In fact, for most of the past five fiscal years, Amtrak has not even requested its full authorization. "
So they didn't voluntarily shut down all the long distance trains immediately in 1997? This Always Ruled by Congress group never ceases to amaze me. Never requested full funding? Huh? They asked for full funding (yes, under your BS self-sufficiency plan "full funding" was promised for 1997) and it NEVER materialized. These guys have done their bit, now they are just trying to twist the knife.
GO AWAY, ARC! Get out of the way!
You made your recommendation, now get lost.
There I go getting passionate again. Sorry.
