The Cardinal operates between New York and Chicago three days a week. The Hoosier State runs daily between Chicago and Indianapolis.
Stupid question...but are these two lines the same train between Chicago and Indianapolis and visa versa for those three days the Cardinal operates? They have the same schedule...

And on the days the Cardinal does not operate, isn't the Hoosier State a bus?

The Hoosier State's primary reason for being is to move equipment from Amtrak's heavy repair facility at Beech Grove to Chicago, from which it can be dispatched to anywhere on the system deadheading on scheduled trains.
But Ms Sojourner has a point; if there is no equipment to move, and there is a shortage of either equipment or crew, Hoosier State would likely be the first to be 'busteetooted'.

I thought I had read somewhere that Amtrak was considering moving this facilty to Michigan?

I don't believe that ever amounted to anything. The interested party was in Michigan and not at Amtrak.
