I did not see the article, but it is the Amtrak P-40 diesels that are being returned to service, not the F40's.

Indeed. If it were the F 40s, I would start looking at the date. I mean, April Fools Day was yesterday.

Amtrak purchased a large number of P40s as part of the mail and express initiative. With the demise of M&E, Amtrak found itself with a surplus of locos, so with new P42s available a number of P40s simply were mothballed. They needed mid-life rebuilds and Amtrak didn't have the money.
Now the stimulus package is providing some money, so Amtrak will rebuild at least 15 P40s.

Considering many of the F-40s I know about have been de-engined and made cab control/baggage cars, I tend to believe those who say it's the P-40 fleet being brought back.
