When the TPOB of a freight train is computed, I am assuming that the weight of the loco(s) is (are) included in the calculations. Is it assumed that the locomotives have no/zero brakes because of bailoff? How are the engine weights and brakes counted in the calculations of TPOB?

Engines are not counted in determining TPOB (on the UPRR anyway).
