At which time of year does the budget get passed by congress? Any idea when we'll know the fate of Amtrak? Thanks

The Amtrak appropriation is always contained within the Omnibus Spending Bill, which Congress usually passes and sends to the President for 'automatic' signing during April or May.
They seem to address matter that have their own appropriation Bill, such as Defense, first. The programs within Omnibus all are controlled by a Continuihng Resolution, so Gengress gets an "arountuit' regarding such.
