Does anyone know if it's possible to simply walk from the Cleveland Amtrak station into the Downtown area?
From the maps that I have, the train tracks and access ramps to the adjacent Interstate seem to prevent this.
But I'll be staying at a hotel that's nearby. If possible, I'd rather walk than take a taxi. Is there a "pedestrian route" I can take?

I traveled to Cleveland on Amtrak (Pennsylvanian) in February. I took a cab from the station to a downtown hotel (Residence Inn). However, there is a sidewalk on the ramp from the station to 9th Street, and I don't think walking would be a problem. The Sheraton is probably the closest hotel to the station. There is also a light rail stop quite close to the station.
