If Amtrak is short on coaches, why are they retiring equipment such as this ex-Metroliner cab control car?

I mean, sure, maybe they don't need it as a cab control unit anymore, but is there any reason it couldn't just be used as a normal Amfleet coach?

I don't believe there is any shortage of low-level coach cars. With the new Acela trainsets on the rails, there should be plenty of coaches that are being replaced by the Acela trainsets

As I understand it it is Superliners that are in short supply, sleepers in particular. Perhaps Amtrak decided this unit would cost more to repair than they would get out of it in revenue. But that doesn't explain why so many Superliners aren't getting fixed.
