A rail sale was posted earlier this week with a fare $77 lower than my reservation. I inquired today via Amtrak website if I could get a credit. Answer was, $30 charge to cancel my reservation, then get reduced ticket, still saving $47. I pointed out that time is short before my departure, asking how I would be assured a reservation and that I would prefer a credit. Was referred to Amtrak 800 number to ask an agent. Agent said they have nothing to do with the separate company who runs the rail sales. I'll save all this for a letter to customer relaions after my trip. There are outstanding savings listed right now on the site under 'rail sale'.

Rail sale fares are non refundable and must be paid by credit card. You can't book sleeper space before boarding the train so you may only be able to travel in coach.
