Yes, very cool, and displaying the Amtrak logo, too. Can I then assume this site has been established by Amtrak, or that this trademark is being used by others with their permission?

Actually, use of the Amtrak logo is considered "fair use" so long as the user is not representing himself as Amtrak nor engaging in libel or slander. Permission is not required.
As to whether the site is "cool," it's too early to tell.

If you go there, your leaving railforum people, there are tons of amtrak dorums, but this one (railforum) has the most people. Yahoo Amtrak.. etc.
BUT this ones the best!!
