This appears to be a positive change in the Monitor's position. While they've never been openly hostile towards Amtrak, they have not been particularly supportive until now.

Bear in mind that a Senate authorization is the easiest nut to crack. The House is less favorable because a larger number of Reps don't see significant Amtrak service (or any) in their districts. Authorization is only a "hunting license" for actual appropriations.
