A SWAG on my part, but could have a set of equipment been "requisitioned" @ NOL for possilbe "evacutrain" service?

Not sure, but know they have been several hrs. late last few days due to restricted speed caused by flash flood conditions in some areas as well as associated signal trouble due to weather.
