GE 4wDE diesel

In Parque Lenin (Lenin Park) in Havana Cuba, this diesel locomotive runs on 3-ft. narrow gauge track.

What is real GE Model Number.

Anybody know serial number/builders number/date built?

How about it's history/wheel arrangement/horsepower?
