My son is 4 years old, and has been a train enthusiast from day 1. Do you have any ideas where I could purchase a pedal-train? Have you heard or seen such a thing?

Peg Perego might have something like that. My son will be 3 in Nov. Last year for Chanukah I got him a battery powered riding train from Peg Perego. I can't find the 800 # but I think if you search the web you'll find their site. If anyone has a pedaling locomotive, they will. I looked around a lot trying to find something like what you are seeking. Ours has a big oval/figure 8 track (I bought extra) and sits in the living room and he rides around and around... Saves me from bring out the old American Flyer... Email directly if you want more info. I'll try and find the pamphlets that I received with the train.
