What affect are the power outages having on railroad operations in California?

Nothing yet. At least until the refineries shut down and the price of diesel products starts to rise.

More likely than refineries shutting down appears to be that pipelines to get fuels out will be restricted by power availability, as to Bay Area airports yesterday.

I'm surprised, I would think there would be a host of problems with signals, crossing protection, and switch operation, at least.

Guess a few of those nasty old coal fired power plants that no one wanted to build out there would look (and feel) pretty good right now! It would be a great way to see some additional rail traffic as well.

I read in a business magazine. Because of the rise of prices in the electricity, and fuel. That Norfolk Southern is expecting to lay off 800 some employees. Has anyone else heard about this. Or is this one of the news media rumor type things. .

Los Angeles Department of Water & Power (DWP) has only been minimally affected by the power shortages, so the MTA lines (Blue, Red and Green) don't seem to have had their schedules cut back.
Grade crossings and lineside signals used to have battery backups (don't know if they still do). I don't think the trains would operate if the crossing signals failed...imagine all the collisions and resulting lawsuits.

At San Diego Trolley, the scuttlebutt is our local utility has agreed that if rolling blackouts are necessary in town, (although we haven't yet had them, knock on wood) the areas of the power grid that would affect our propulsion, signaling, crossing protection, or other safety-sensitive equipment would be passed over. Nice to have a home near A.B.S. territory!
