I intend to visit California from UK in 2004, but am hearing of photographers being harrassed by over zealous officials in the wake of 9/11. What is the true position? Thanks

Stay off railroad property, stay on public property, keep away from the trains, and you should be ok. If a RR policeman asks you to move, technically you can stay there (not their jurisdiction if you're off RR property), but move anyway to avoid hassle. Try to meet up with fellow railfans while you're there to get the local info on the area. My last visit in May was fine - no trouble whatsoever.
Oh, and don't forget they drive on the wrong side of the road ;-)

If the alert level is "code orange" (like it is right now) it is advisable to stay away from power plants, oil refineries, etc. also while railfanning.
