I'm over in CA on business from the United Kingdom at the end of March, and plan to revisit Cajon and Tehachapi to view the action there. I visited these locations in 2000.

I'm wondering what the situation will be in these areas in view of the current security issues and impending Gulf War II.

Has anyone any recommendations what a UK railfan should/should not do in order to avoid any problems at these locations? Are railfans OK if we keep to public roads and rights-of-way, or is it more complicated than this?

Probably ok if you stay on major roads.

Now that we are back to "code orange" security has been beefed up at the ports, power stations and other locations in southern California.
I have not heard any details about rail lines, but I expect they have added security also.
